Behind the Scenes: The Long Road to Affordable Housing

If you’ve driven past Village North on Fisherman Bay Road recently, you may have noticed something curious — brush clearing along an old driveway on the north side of the property.

 

It may not look like much, but for us, it marks the beginning of something important.
At Housing Lopez, the work of creating permanently affordable homes often happens quietly during the first stages. Before there are construction drawings, funding announcements, or visible progress on the land, there is a long period of careful exploration and planning. We often call this the pre-development phase — and while it can be invisible from the outside, it’s one of the most critical steps in the entire process.


Right now, our Project Development Committee has begun exploring the next potential phase of housing at Village North. To begin that process, we’ve partnered with Ets Architecture, a local firm led by Nitsan Yomtov. Recently named one of Forbes America’s Best-In-State Residential Architects for 2025, Nitsan and his team are helping us carefully evaluate what might be possible on the remaining portion of the property.

 

Feasibility work asks some very basic but essential questions:
What could responsibly fit on the site?
What environmental conditions, like wetlands or drainage, need to be studied?
What would the project realistically cost?
What kind of housing would best serve the island’s needs?

 

Only after that early work can we begin to explore architectural concepts, environmental assessments, and eventually the formal budgeting and contractor bidding processes that move a project toward construction.


It’s a long road, and sometimes the progress is measured in conversations, site walks, and early sketches rather than visible change. But these early steps are what make thoughtful, financially responsible housing possible.


As we explore what the next phase at Village North might look like, we’ll continue sharing updates with the community. We’re grateful to be doing this work slowly and carefully alongside you.


Because creating homes that will serve Lopez for generations doesn’t happen overnight and it certainly doesn’t happen in a bubble.

 

It happens step by step, with steady stewardship and community support along the way.
