John Taylor

John Taylor, Co-Chairperson, Member of Executive Committee, Co-Chair of Investment, Finance and Project Development Committees, has extensive experience in the financing of market rate and affordable rental housing properties. John’s career began as an economist for the US Department of Housing and Urban Development in Seattle. After 20 years analyzing housing markets and providing feasibility studies for market rate and low-income housing projects, John became the chief production officer for the FHA mortgage insurance programs in Washington and Alaska. In that role he managed all origination of new multi-family housing developments under the FHA program for six years. He was instrumental in reorganizing and streamlining the FHA mortgage insurance program delivery system, both locally and nationally.


Following his 26 years at HUD, John joined Prudential Mortgage Capital Company as Principal and Western Regional Manager. During his tenure he managed the origination, underwriting and closing of over $1 billion in multi-family project financing, including market rate and affordable properties, new construction, acquisition and refinance. After 10 years with Prudential, John joined CBRE Capital Markets where he continued his career in FHA-insured multi-family finance to the present. During John’s mortgage banking career, he originated and closed construction and/or permanent loans on 33 affordable housing projects with a total original loan balance of almost $243 million. These projects included transactions involving Low Income Housing Tax Credits, tax exempt bonds and various local, state and HUD subsidy programs. John retired from CBRE in March 2018.


John and his wife Karen purchased a house on Lopez in October 2013, spending about half of their time on the island. This fall Lopez became their primary residence. John has been an officer of their homeowners’ association for four years and a volunteer with the Lopez Island Hospice and Home Support agency.
